This phenomenon can be explained by legacies such as state formation in remote regions and the autonomy traditionally enjoyed by new settlers, according to Roberto Foa (Harvard University) and Anna Nemirovskaya, Senior Research Fellow of the HSE Laboratory for Comparative Social Research (LCSR).
