Аннотация:

Penal attitudes describe positions of individuals on preferred forms of punishment for criminals, severity and goals of such punishment, as well as specific sentencing policies. Large volume of research on this topic focuses on explaining a more punitive end of the spectrum of penal attitudes. There is a lack of theoretical development when it comes to factors of soft penal attitudes, meaning preferences for shorter prison sentences and reduced desire to punish criminals. This paper tests a proposition that cultural tightness-looseness and individualism-collectivism interact with civic morality beliefs in shaping punitive attitudes. On its own, civic morality understood as "a sense of civic responsibility and respect for the norms and rules of the community" (Letki 2006) should be associated with a greater desire to punish individuals who commit transgressions considered morally or legally wrong. Culture is another factor that shapes attitudes to transgressions. Namely, cultural tightness is defined by low tolerance of deviations from dominating norms, whereas cultural looseness is characterized by a greater acceptance of such deviations. Consequently, it is reasonable to expect that loose cultures have softer punitive attitudes. I expect that tight cultures function as an environment that strengthens the positive effect of civic morality on punitiveness, whereas loose cultures should dampen this effect. Similarly, individualist cultures as environments that prioritize individual freedoms should demonstrate lower average punitiveness and dampen the positive effect of civic morality on punitive attitudes. I employ multilevel modeling and the 5th wave of the European Social Survey collected in 2010 to examine individual and country-level predictors of punitive attitudes. Results demonstrate that while culture functions as a strong predictor of punitive attitudes, it is largely unable to supress the relationship of individual civic morality with punitiveness.
