Institutional quality, environmental policy and productivity in the EU (with C. Jona Lasino)

We empirically investigate how the quality of Institutions affect the effectiveness of environmental policies in enhancing productivity and innovation in a sample of 10 European Union economies in the years 1995-2008. Our main assumption is that institutional quality might work as catalysts to strengthen the effect of environmental policy on firms' productivity and propensity to innovate.
Preliminary findings support the assumption that restrictive environmental policies did not erode the competitiveness in the EU economies but instead had a growth-promoting effect. Both market based and command and control provisions had a positive impact on productivity growth. We found evidence that Institutional quality enhances the positive impact of environmental policies on productivity and innovativeness.
These findings corroborate the conjecture that the stringency of environmental policies can be increased without harming economy-wide productivity and that a deeper analysis of the mechanisms through which environmental policy, institutional quality and trust influence productivity and innovativeness has relevant implications to develop further the European environmental policy agenda.
